ASSUMPTION
Officials from the Office of the Attorney General assume costs resulting from passage of the proposal could be absorbed.
Officials from the Office of the Governor, Office of the Adjutant General, Department of Economic Development, and the Office of Administration - Division of Design and Construction assume the proposed legislation would have no fiscal impact on their agencies.
In response to similar legislation, officials from the County of Laclede assume the proposed legislation would have no fiscal impact on their agency.
In response to similar legislation, officials from the City of Lebanon assume the proposal would result in additional Fixed Base Operator fees from increased airport utilization of $1,000 annually, capital costs of $5,000 for engineering and easements, and utility costs of $100 per month.
Oversight assumes the fiscal impact cited by the City of Lebanon could be a possible indirect impact that is secondary to the intent of the proposal and assumes the direct fiscal impact to be one dollar.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal authorizes the Governor to grant a clear zone easement for the airspace above property managed by the National Guard to the City of Lebanon. Consideration for the conveyance of the easement shall be one dollar.
This proposal also authorizes the Governor to convey certain state property located in Cole County to the General Services Administration or the Missouri Development Finance Board in consideration for property of like value to be transferred to the state.
The Office of the Attorney General shall approve as to form the instruments of conveyance for both transactions.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
