ASSUMPTION



Officials of the Department of Revenue assume no fiscal impact.



Officials of the Department of Economic Development assume no fiscal impact.



Officials of the Office of Administration- Division of Budget and Planning assume this proposal would allow the General Assembly to appropriate $9.8 million from the State's General Revenue Fund for projects undertaken and partially funded from a retail sales tax approved pursuant to Sections 70.500 to 70.510. Officials assume fiscal impact would be $0 to $9.8 million to the General Revenue Fund, however, this proposal does not mandate any appropriation, and does not allow any appropriation until Fiscal Year 2006. This proposal would have no fiscal impact to the Office of Administration.



Officials of the Kansas City Manager's Office stated that funding could be as much as $9.8 million annually. Funding would not begin until State Fiscal Year 2006. State funding could not exceed the amount of revenue collected by the Missouri/Kansas Cultural District sales tax. Officials assume no funds could be appropriated until; 1) the district sales tax is approved by the voters; and 2) the leases on the stadium are renewed or extended.



Oversight assumes this proposal is beyond the scope of this fiscal note, therefore, fiscal impact for fiscal years 2003, 2004, and 2005 will be shown as $0. Oversight would point out that this proposal could have Long Range fiscal impact, however, the amount would be determined by the Missouri General Assembly. The potential for fiscal impact would not exist until fiscal year 2006.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION

This bill allows the General Assembly to appropriate up to $9.8 million annually for projects relating to the Kansas and Missouri Metropolitan Cultural District. No money could be appropriated unless the current district sales tax is renewed or extended. No money could be appropriated for the benefit of a sports stadium until the lease agreement for such a stadium is renewed or extended.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
