ASSUMPTION
Officials of the Missouri Department of Health (DOH) assume no fiscal impact.
Officials of the Recorder of Deeds- City of St. Louis, assume this proposal would have no fiscal impact. Officials stated that the City pays all costs regardless of where or under what department the position of Registrar is located. To switch the position would mean the City would switch the appropriation and budget from one entity to another.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This act authorize the Recorder of Deeds in the City of St. Louis to be named the local registrar for birth and death records. Currently, Section 193.065, RSMo, allows the State Registrar to appoint local registrars if they are employed by county health agencies. This act allows an exception for the City of St. Louis by allowing the State Registrar to appoint the Recorder of
Deeds for the City of St. Louis as the Local Registrar for that city.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
