FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Transportation and the Missouri Highway Patrol assume this proposal would have no fiscal impact on their organizations.



Officials from the Department of Revenue assume the requirements of this proposal could be met in different ways. Officials of the Department of Revenue (DOR), Division of Motor Vehicle and Drivers Licensing stated that two product delivery methods were considered for implementation of the requirements of this legislation.



The first method considered was making a brochure available for distribution in all 180 branch and fee license offices. This would require creation and printing of the informational brochure with an estimated annual cost of $16,500. This method would require continued maintenance and inventory of the form. In addition, the license office personnel would be required to make a distinction for each first time licensee. This would require manual record evaluations for each applicant which would be very time consuming and cost prohibitive.



The second method is to modify the over-the-counter drivers license system to automatically determine if the applicant is a first time licensee. If the applicant is determined to be a first time licensee, the over-the-counter system would print the required informational brochure. This method was determined to be the most accurate in targeting the appropriate applicants as well as the most cost effective.



An estimated 75 hours are needed to program the over-the-counter system.

To implement this legislation, the Department of Revenue will require additional funds. In the past, the programs included in this legislation have been paid for with highway funds. This year, however, highway funds may not be available for this purpose as a result of legislation enacted by the General Assembly in 2000 that limits the use of highway funds.



If highway funds are not available, then another source of funding must be identified to pay for the cost of implementing this legislation.



ASSUMPTION (continued)



Oversight assumes the DOR could absorb the programming costs to the over-the-counter system related to this proposal. Currently the DOR is required to provide educational materials related to the hazards of driving while intoxicated to every person who applies for a license who is less than 21 years of age.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This bill would require the Department of Revenue to give all first-time driver licensees information on the danger of operating a motor vehicle while in an intoxicated or drugged condition.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
