ASSUMPTION



Officials from the Department of Elementary and Secondary Education (DESE) and the Coordinating Board for Higher Education indicated there would be no fiscal impact to their agencies as a result of this proposed legislation. DESE also indicated no local fiscal impact resulting from this proposal.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal requires all schools in Missouri, including institutions of higher education, that are supported in whole or in part by public moneys shall recite the Pledge of Allegiance to the flag of the United States of America at the beginning of each school day prior to the start of class in each classroom. Any pupil or member of the faculty or staff of the school may choose not to participate in the recitation by remaining silent throughout the recitation.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
