ASSUMPTION
Officials from the State Tax Commission and Department of Economic Development assume the proposed legislation would not fiscally impact their organizations.
Officials from the Department of Health and Senior Services (DOH) stated this legislation would not be expected to significantly impact the operations of the DOH. If the proposal were to substantially impact the DOH programs, then the DOH would request funding through the legislative process.

FISCAL IMPACT - Small Business
The proposed legislation could positively impact small ambulance services by reimbursing them an additional 25% of the costs they incur.
DESCRIPTION
This act provides that any fire protection or emergency services district that provides emergency services to a redevelopment area shall be entitled to reimbursement from the special allocation fund in an amount of between 50% and 100% of the district's tax increment. Currently, the district must provide evidence to the municipality that any costs incurred by the district are directly attributable to the operation of the redevelopment project. Current law also provides that the district must demonstrate that the increased revenues the district receives from the project are insufficient to cover their costs to provide such services. This act removes both of these current requirements.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
