ASSUMPTION
Officials from the Department of Elementary and Secondary Education - Missouri Commission for the Deaf (MCD) stated that the proposal would allow the MCD to compensate evaluation team members for their service. Currently, all interpreters must pay a fee in order to test and become certified. The fees are deposited into the "Certification of Interpreters Fund" and are used to pay all costs associated with maintaining the interpreter certification systems. Moneys from that fund would be used to pay the evaluators of the proposal were to pass. The fees are adjusted to ensure that there are sufficient funds available to operate the certification system. DESE officials also noted that this legislation allows, rather than requires, MCD to pay evaluators.
Oversight assumes that since the language in the proposal is permissive, costs will not be incurred unless MCD opts to pay evaluators. If they do decide to pay the evaluators, this would be a decision item in the budget process.

FISCAL IMPACT - Small Business
Small businesses could be fiscally impacted if interpreter certification fees are increased.
DESCRIPTION
This proposed legislation would allow the Missouri Commission for the Deaf to pay interpreter certification evaluators for their services. Currently, Section 209.292, RSMo, prohibits the Commission from paying evaluators of the Missouri Interpreter Certification System (MICS). This proposal would allow evaluators to be compensated for their services and reimbursed by the Commission.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
