ASSUMPTION





Officials of the Cities of St. Joseph, Hazelwood, Springfield, and Jefferson County assume no fiscal impact.



Officials of the Kansas City Manager's Office stated that this proposal removes from the cost factors the "value of the commercial purpose, if any, for which the information in a geographical information system or a geographical information system is to be used." That value is substantial, i.e., millions of dollars. Officials stated that this proposal provides that " a community shall not mandate the use of this system or allocate the costs of the system to nonusers." Officials assume that they would be prohibited from putting into an ordinance, the requirement that data be given it in a format readable by and useable to the City. Officials assume this proposal would prohibit the City from recapturing several million dollars. Officials stated that this bill changes the rules after the fact, which is to say that the costs the City was 6 years earlier led to believe it could recover over the life of it's GIS, cannot now be recovered.



Oversight assumes this proposal does not require political subdivisions to establish a GIS, therefore, for those political subdivisions who elect to not establish a GIS there would be no fiscal impact. Based on statements submitted by the Kansas City Manager's Office, Oversight assumes this proposal would have fiscal impact to political subdivisions that have established a GIS under current law. Therefore, fiscal impact will be shown as $0 to (Unknown) and would expect unknown costs to exceed $100,000 annually.



Oversight assumes no state fiscal impact.

FISCAL IMPACT - Small Business

DESCRIPTION



This act authorizes any political subdivision of this State to create a geographic information system. As a technical matter, statutes authorizing Kansas City, Springfield and Greene County have either been deleted or amended since the authorization now extends to all political subdivisions of the State.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
