ASSUMPTION



Officials of the Office of Secretary of State assume no fiscal impact.



Officials of the Kansas City Board of Election Commission stated that the City Clerk already does this function especially for the Mayor and Council elections. The City Council should require that this be done of issue elections. Officials state there "should be minimal cost".

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This act allows Kansas City to designate Jackson County as the election authority that acts as the verification board to certify the election results within the city. Such designation would be done by city ordinance. If designated, Jackson County would be responsible for notifying all verification boards within the city of Jackson County's designation. Within10 days after an election, each verification board in Kansas City would certify its election results to the Jackson County verification board. The election authority would announce the results of the election and certify the cumulative returns to the city.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
