FISCAL ANALYSIS



ASSUMPTION



Officials with the Department of Revenue (DOR)-Motor Vehicle Bureau (MVB) assume that 5% of the total members for the Missouri VFW and the American Legion would apply for the God Bless America license plate. Current membership is 50,000 for the Missouri VFW and 59,729 for the Missouri American Legion. They further assume they will receive 100 applicants for the "Air Medal" license plate. Therefore, 109,729 x 5% = 5,486 estimated applicants for the God Bless America plate and 100 for the Air Medal plate and 500 for the "I'm Pet Friendly" plate for a total of 6,086 new specialty plate applicants. The Motor Vehicle Bureau would require 1 Clerk Typist II to 487 hours of overtime to process these new types of plates. The MVB would also incur costs for policies, procedures and postage in amount of $12,869 and $29091 for plates and tabs.

In response to earlier versions of this proposed legislation, officials from the Department of Highway and Transportation state they were unable to provide an estimate for this proposal. Therefore, they must rely upon the DOR for their response.



In response to an earlier version of this proposed legislation, officials from the Missouri State Highway Patrol assume no fiscal impact on their agency.



In response to earlier versions of this proposed legislation, officials from the Secretary of State's Office (SOS) stated this bill creates a personalized "God Bless America" license plate and creates a WWII Memorial Trust Fund to be established by the Department of Revenue. Based on experience with others divisions, the rules, regulations and forms issued by the Department could require as many as approximately 12 pages in the Code of State Regulations. For any given rule, roughly one-half again as many pages are published in the Missouri Register as are published in the Code because of cost statements, fiscal notes and notices that are not published in the Code. The estimated cost of a page in the Missouri Register is $23.00. The estimated cost of a page in the Code of State Regulations is $27.00. The actual costs could be more or less than estimated. The impact of this legislation in future years is unknown and depends upon the frequency and length of rules filed, amended, rescinded and withdrawn. The SOS estimates the cost of this legislation to be $738. [12x$27) + (18x$23) = $738]



Oversight assumes the SOS could absorb the costs of printing and distributing regulations related to this proposal. If multiple bills pass which require the printing and distribution of regulations at substantial costs, the SOS could request funding through the appropriation process. Any decisions to raise fees to defray costs would likely be made in subsequent fiscal years.

DESCRIPTION



This proposed legislation would create a "God Bless America", "I'm Pet Friendly" and "Air Medal" special license plates.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
