FISCAL ANALYSIS

ASSUMPTION

The Joint Committee on Public Employee Retirement indicates that this legislation does not represent a "substantial proposed change" in future plan benefits as defined in Section 105.660(5), and, as such, an actuarial cost statement is not required.

Officials with the Kansas City Police Retirement System (KCPRS) assume the proposal presents no fiscal impact to their retirement system.

Officials with the St. Louis Police Retirement System (STLPRS) wish to use their response from similar legislation and therefore assume the proposal presents no costs or any other fiscal impacts to their retirement system.

DESCRIPTION

This proposal allows spouses or dependents of deceased retired police officers and employees of the police department who receive a pension to purchase health, medical and life insurance at the rate the deceased would pay if he or she was living.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
