ASSUMPTION
Officials of the Department of Elementary and Secondary Education stated that if the proposal authorizes a new admission fee to be used for public transit purposes then the proposal would not affect any Department funds; however, if the proposal allows existing admission fees to be used for transit purposes then there could be losses to the Early Childhood Development, Education and Care Fund.
Officials of Department of Transportation stated that the proposal could provide additional funds for public transit.
Officials of the Department of Higher Education and the Gaming Commission stated that the proposal would not affect their agencies.
Advertisement costs for the proposal would be $4,380 per newspaper column inch for three printings of the text of the proposal, the introduction, title, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2002 general election.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would allow the legislature to impose an admission fee on persons entering gaming boats. Fee proceeds would be used to fund public transit projects. Fee proceeds would be credited the Public Transit Subaccount Fund which would be created by the proposal and fee proceeds would be used as provided by law.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This legislation could affect Total State Revenue.
