FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Elementary and Secondary Education (DESE) stated that while this proposal could affect DESE and local school districts, DESE does not collect student-specific data on A+ students until after graduation from high school. They were unable to determine the amount of fiscal impact.



Oversight assumes some students, particularly in the area where military bases are located, might be able to take advantage of the A+ program; however, it should be noted that the other qualifiers would still be in place. In FY 2001 number of students being reimbursed for tuition, books, and fees was 6,695 through the A+ program for a total expenditure of $6,685,525. At an average expenditure of $1,000 per year per student, Oversight assumes there would not be over an additional 100 students eligible for the program.



Officials from the Coordinating Board of Higher Education (CBH) indicated this proposal would have no fiscal impact on their agency, since the Department of Elementary and Secondary Education administers the program. CBH does assume that an increase in the number of participating students would mean an increase in the total cost of the program.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposed legislation exempts dependents of active military personnel from the residency requirement of the A+ Schools Program.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
