ASSUMPTION
Officials from the Department of Social Services, Department of Mental Health, Office of State Courts Administrator, Office of Prosecution Services, Office of State Public Defender, Office of Attorney General, Department of Public Safety - State Water Patrol, - State Emergency Management Agency, - State Highway Patrol, - Capitol Police, and the Department of Corrections assume this proposed legislation would not fiscally impact their respective agencies.
Oversight assumes the legislation is a clarification of the registration of sexual offenders, and therefore, will not have a fiscal impact upon state or local agencies.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would make changes to the sexual offender registration requirements. The proposal would clarify that a person obligated to register after committing a sexual offense must not only do so within 10 days of coming into a new county, but must also register within 10 days of release if the offender is staying in the county where incarcerated. Offenders who have not previously registered would be required to do so by September 10, 2002.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This legislation would not affect Total State Revenue.
