ASSUMPTION
Officials from the Office of the Governor assume the proposed legislation will not fiscally impact their organization.
Officials from the Office of the Secretary of State (SOS) state this bill will require the Office of the Governor and the Lt. Governor to transmit any Executive Orders issued to the Office of the Secretary of State for publication in the Missouri Register. Because the number of Executive Orders issued by the Governor (or Lt. Governor, on occasion) vary greatly from Governor to Governor and year to year, it is impossible to project the number, and therefore, the fiscal impact of publishing Executive Orders for each fiscal year. The cost, on the average, to publish an Executive Order in the Missouri Register is $23.00 per page. The cost in the aggregate cannot be anticipated or predicted.
Oversight obtained information from the SOS - Administrative Rules Division on the number of pages for Executive Orders issued between 1997 and 2001. The average number of pages for Executive Orders issued during this time period was 40 pages. Oversight assumes the SOS could absorb the costs of printing and distributing the Executive Orders related to this proposal as the average cost per year would be approximately $920 (40 pps. x $23). If multiple Executive Orders are issued by the Governor or Lt. Governor and substantial costs are incurred, the SOS could request funding through the appropriation process.

DESCRIPTION
This act requires all executive orders issued after January 1, 2003, to be published in the Missouri Register.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
