FISCAL ANALYSIS



ASSUMPTION



Officials of the Missouri Department of Conservation did not respond to Oversight's request for a fiscal note response.



Oversight notes that the first election would take place in FY 2007, which is outside the period of this fiscal note. Oversight also notes that the Conservation Sales Tax makes up about 73% of the Conservation Fund.



Advertisement costs for the proposal would be $3,471 per newspaper column inch for three printings of the text of the proposal, the introduction, title, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2002 general election.

Small businesses which collect or pay sales taxes might be affected by this proposal.





DESCRIPTION



This proposal would put retention of the conservation sales tax to a vote at the general election in 2006 and every four years thereafter. If a majority of voters did not approve retaining the tax then the tax would expire on 31 December next following the election.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This legislation would not affect Total State Revenue.
