ASSUMPTION
Officials from the Department of Revenue, Division of Motor Vehicle and Drivers Licensing
stated this legislation would have an unknown impact on the Missouri Department of Revenue. We assume no action will be taken on the credit of time unless the individual submits evidence of his or her withdrawal in the state of conviction.
Upon receiving the evidence a manual edit will be required that the individual provided proof of the out-of-state suspension or revocation caused by the out-of-state conviction that was processed by Missouri. After the evidence is accepted, the Driver and Vehicle Services Bureau must evaluate the records to manually credit time served, then enter the new dates into the driver license system. Driver license system programs would not need changed to accommodate this crediting of time. Based on Driver and Vehicle Services Bureau's assumptions, even though the process to credit time would be manual, we believe the fiscal impact to operations would be minimal.
Officials from the Missouri Highway Patrol and the Attorney General's Office anticipate no fiscal impact on their agencies.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This act directs the Director of Revenue to credit a person's driver's license for the period of suspension a person serves in another state.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
