Officials of the Missouri House of Representatives and the Missouri Senate, in responses to similar proposes, stated that this proposal would not affect their agencies, fiscally.



Advertisement costs for the proposal would be $4,380 per newspaper column inch for three printings of the text of the proposal, the introduction, title, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2002 general election.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would propose two separate changes to term limits for state legislators. One would limit consecutive years of service in either chamber of the General Assembly to twelve years and would also limit service as Speaker of the House of Representatives or President Pro Tempore of the Senate or any similar position of leadership to four years for any person. The second would specify that when a person is elected to complete the term of another person, the partial term would not count against the twelve year limit.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. The proposal would not affect Total State Revenue.
