FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Revenue (DOR)-Motor Vehicle Bureau (MVB) assume there are approximately 15,000 families in Missouri who would be eligible for the 4-H license plate. It is assumed that 5% of this membership will apply for the new plate type. The Motor Vehicle Bureau would require 1 Clerk Typist II for 60 hours of overtime to process these new types of plates. The MVB would also incur costs for policies, procedures and postage in amount of $2,244 and $2,820 for plates and tabs.



Oversight assumes these special license plates will replace standard license plates on vehicles owned by eligible persons and that any additional costs to DOR will be minimal and can be absorbed from existing resources.



Revenue Impact:

FY03

15,000 x 5% = 750 x $15 = $11,250/12 x 10 = $9,380 x 75% = $7,035 Highway

x 15% = $1,407 Cities

x 10% = $ 938 Counties

FY04 & FY05

$11,250 x 75% = $8,438 Highway

x 15% = $1,687 Cities

x 10% = $1,125 Counties

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would allow members, former member and parents of 4-H members to obtain a special license plate that would bear the emblem of 4-H and the words "Missouri 4-H" in place of "Show-Me State". The fee for this proposed plate would be $15.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
