FISCAL ANALYSIS



ASSUMPTION



Officials of the Department of Transportation stated that the proposal would not have direct impact administratively because the amendment would provide the opportunity for additional funding; however, they can't estimate the amount of additional funding for any given year or the number of "new" projects which might be undertaken (and which would require additional resources).



Advertisement costs for the proposal would be $4,380 per newspaper column inch for three printings of the text of the proposal, the introduction, title, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2002 general election.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would allow the general assembly to provide additional funds, in the amount of not less than 5% of the state revenue, to the State Road Fund if that Fund is insufficient to build and maintain an adequate state highway system in any fiscal year.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This legislation would not affect Total State Revenue.
