FISCAL ANALYSIS



ASSUMPTION



Officials from the Office of Attorney General stated costs of the proposed legislation could be absorbed with existing resources.



Officials from the Office of the Governor and Office of Administration - Design and Construction assume the proposed legislation will have not fiscally to their organizations.



Officials from the Department of Mental Health (DMH) stated that when construction of the new rehabilitation center in Kansas City is complete, the DMH will abandon the site at 22nd Street. The subject property along 22nd Street, consequently, will become excess to the needs of the DMH. Proceeds from the sale of this property will be returned to general revenue; therefore, the DMH does not anticipate any fiscal impact.



Officials from the City of Kansas City and Office of Administration - Budget and Planning (OA-BAP)did not respond to our request for a statement of fiscal impact.



Oversight assumes the State will receive fair value for the property conveyed to the City of Kansas City and the income from the conveyance and loss to the Fixed Asset Group will net to $0.



This proposal will result in an increase in Total State Revenue.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This act authorizes the Governor to convey 12 distinct property interests held by the Department of Mental Health to Kansas City.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
