DESCRIPTION
This proposal would allow a waiver of a portion of appeal bonds for certain defendants:

the jurisdiction of the United States courts, the waiver would be rescinded and the bond requirement would be reinstated for the full amount of the judgment; and
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
