ASSUMPTION
Officials of the State Courts Administrator stated that the proposal would not have directly affect their agency.
Officials of the Department of Social Services - Division of Family Services noted that increased aggressiveness of lawyers at Termination of Parental Rights (TPR) hearings could increase costs for Department lawyers; however, this would be offset by reduced appeals. Officials would expect costs for TPR hearings to remain about the same as now.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would state that court rulings on terminations of parental rights would be final judgements for purposes of appeal.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This legislation would not affect Total State Revenue.
