ASSUMPTION
Officials of the Department of Public Safety, Department of Conservation, and the Department of Natural Resources assume there would be no fiscal impact.
Officials of the Office of State Courts Administrator assume no fiscal impact on the Courts.
Officials of University City assume this proposal would provide the potential for an additional
meeting/hearing. Officials estimate that there would be additional annual cost for personnel to conduct a hearing, which would include the cost of making a transcript. Officials estimate staff cost at $60,000. If there are appeals, officials estimate that there would be 2 appeals annually at a cost of $50,000 per appeal, for an estimated annual cost of $160,000.
Oversight assumes that on a statewide basis, certain political subdivisions would realize additional hearing costs, however, costs would vary for the political subdivisions, and is not possible to estimate. Therefore, Oversight will show costs to local government as (unknown) and would expect costs to exceed $100,000 annually.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
Law enforcement officers who are covered by the act have a right to a hearing if dismissed, demoted, or suspended so as to suffer a reduction or withholding of salary or compensatory time. A hearing upon written request must be granted within thirty days of the disciplinary action.
Any law enforcement agency already having similar written procedures are exempted from the provisions of this act. This act would not apply to any officer who is serving a probationary period, or who is employed by the state, a public college or a university.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
