ASSUMPTION
Officials from the Department of Revenue (DOR), Division of Motor Vehicle and Drivers Licensing stated this legislation will have minimal administrative impact on the Division of Motor Vehicle and Drivers Licensing and can be implemented with existing resources.
However, it will require systems modifications to the Field Automated System for Titling and Registration. This system is changed and modified by the Motor Vehicle Bureau's current vendor UNISYS, Inc. The Motor Vehicle Bureau has requested a cost estimate for this change; however, at this time a response has not been received.
Officials from the Budget and Planning stated this legislative proposal should not result in additional costs or savings to their agency. The proposal would have an increase in total state revenue. They defer to the DOR for revenue estimates.
Oversight assumes the DOR could absorb the additional cost required to modify the Field Automated System for Titling and Registration related to this proposal.

FISCAL IMPACT - Small Business
A direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This act increases the fees collected by non- Department of Revenue offices for biennial licenses
issued and for six year licenses. The fees for licenses renewed biennially are increased from
$4.00 to $5.00 beginning August 28, 2002. Beginning July 1, 2003, licenses renewed annually
are increased from $2.50 to $3.50 and biennial licenses are increased from $5.00 to $7.50.
Beginning July 1, 2003, fees for six-year driver's licenses are increased from $4 to $5.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
