FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Secondary and Elementary Education (DESE) assume the department would require 2.0 FTE Supervisors (2 @ $47,616) to develop an alternative plan whereby an unaccredited school district may return to accredited status. Oversight Division assumes that since the language of the proposal regarding the adoption of an alternative plan is permissive, in the event the State Board of Education elected to adopt an alternative plan, costs associated with development and implementation would be included in the DESE budget process.



Officials from the University of Missouri (UM) stated this proposal would have no fiscal impact to UM as it is currently written.



Officials from the Kansas City Missouri School District (KCMSD) assume that if the planning commission or the community advisory committee are not entitled to compensation or reimbursement of travel and meeting expenses from the KCMSD, there would be no fiscal impact to KCMSD.



Officials from Lincoln University (LU) indicate there could be costs associated with travel and meeting expenses for the member appointed to the commission by the president of LU. Oversight assumes that since the member appointed by the president of LU shall be a resident of the Kansas City Missouri School District and assuming that most, if not all, of the commission meetings would be held in the Kansas City area, expenses should be minimal.

FISCAL IMPACT - Small Business



Small businesses with personnel serving on the planning commission or community advisory committee could be impacted due to time away from the business serving on the commission or committee.

DESCRIPTION



This proposed legislation establishes a planning commission for the Kansas City Missouri School District (KSMSD). The commission shall consist of 15 members, including certain ex-officio members and members appoint to represent various interests. The appointed members shall be KCMSD residents.



The planning commission shall conduct research, review and evaluation of key issues related to KCMSD and make recommendations for ways that the district may improve education, improve student performance and meet requirements applicable to school districts.



The proposal also creates an advisory committee which shall service as a liaison between the commission and the community, seeking public input and ideas to help the commission in its efforts.



The State Board of Education may adopt an alternative plan whereby an unaccredited school district may return to accredited status, which may take more than two years, provided the district annually meets all terms and conditions of the plan.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
