FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Revenue (DOR), Division of Motor Vehicle and Drivers Licensing (MVB) could not determine the number of US VET motorcycle plates that will be requested. This proposal will have an unknown impact on their agency.



REVENUE IMPACT

The provisions of this proposal authorizes a specialized US VET license plate. Each applicant must pay an additional $15 fee for the plate. This proposal will have an impact on revenue; however, because the MVB does not know the number of individuals who will apply for this special plate, the revenue increase cannot be determined. This will have an unknown revenue increase.



Officials from Budget and Planning stated this legislative proposal should not result in additional costs or savings to their agency. The proposal would have an increase in total state revenue. They defer to the DOR for revenue estimates.



Officials from the Missouri State Highway Patrol, Department of Public Safety stated this legislative proposal would not have a fiscal impact on their agency.



Officials from the Missouri Veterans Commission stated this legislative proposal would not have an impact on their agency.



Oversight assumes revenue from license plate fees would at least be sufficient to cover costs for producing license plates and processing applications. Oversight assumes the net impact would be less than $100,000 in any given fiscal year. The number of license plates to be sold could not be determined by the DOR, thus the net fiscal impact of this proposal is assumed as minimal by Oversight.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This act allows Veterans to receive Veterans' license plates for their motorcycles. In addition to regular registration fees, the person shall pay an additional fee of $15.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
