FISCAL ANALYSIS



ASSUMPTION



Officials of the Department of Elementary and Secondary Education report that, according to their Limited English Proficiency (LEP) Census for the 2000-2001 school year, districts reported 11,542 Limited English Proficiency students to the Discretionary Grants Section. (11,542 x $700 = $8,079,400)



Officials of the Department of Social Services - Division of Youth Services noted that the Division has not served many clients who would be eligible for the proposal's aid. They estimate 0 to 5 clients would be eligible for aid. Department officials noted that the state's immigrant population is increasing, but have no way to project what the LEP Census will show in subsequent years. Oversight assumes that possible aid to Division clients would be included in Department of Elementary and Secondary Education's estimate of additional costs for the proposal.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would give additional categorical state school aid, subject to appropriation, of $700 per year to school districts for each limited English proficient (LEP) student educated by the district during the preceding year. If appropriations do not fully cover payments, then payments would be prorated.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. The proposal would not affect Total State Revenue.
