ASSUMPTION



Officials from the Missouri Lottery Commission and the Office of Administration did not respond to our fiscal impact request.



Officials from the Office of the Lieutenant Governor (LTG) did not respond to our fiscal impact request. However, in response to some similar proposals from the current session, LTG assumed the proposed legislation would have no fiscal impact on their office.



Officials from the Office of the Governor, Missouri House of Representatives, Missouri Senate, Office of the Attorney General, State Auditor's Office, Secretary of State's Office, State Treasurer's Office, Office of Prosecution Services, Missouri Public Defender, Office of the State Courts Administrator, Missouri Tax Commission, Missouri Gaming Commission, Departments of Corrections, Mental Health, Higher Education, Insurance, Labor and Industrial Relations, Conservation, Economic Development, Elementary and Secondary Education, Agriculture, Transportation, Revenue, Public Safety, Social Services, Natural Resources, Missouri Consolidated Health Care Plan, and the Public School and Non-Teacher School Employee Retirement Systems of Missouri assume the proposed legislation would have no fiscal impact on their agencies.



Officials from the Department of Health and Senior Services (DOS) assume the proposed legislation would not be expected to significantly impact its operations. DOS officials note that if the proposal were to substantially impact its programs, they would request funding through the legislative process.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION

This proposal prohibits payroll deductions for labor organization service fees and further provides that no state employee shall be required to pay any type of fee to a labor organization, nor will be required to join a union in order to remain employed or become eligible for employment by the state. This proposal also provides that department and division directors may exempt themselves and their staffs, in addition to supervisors, human resource managers, professional employees, security guards, and probationary employees from union membership.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
