ASSUMPTION
Officials from the Office of the Governor, Office of the Lieutenant Governor, Missouri House of Representatives, State Auditor's Office, State Treasurer's Office, Secretary of State's Office, Office of Prosecution Services, Office of the State Public Defender, Office of the State Courts Administrator, Missouri Tax Commission, Missouri Gaming Commission, Office of Administration - Ethics Commission, Departments of Higher Education, Insurance, Labor and Industrial Relations, Conservation, Economic Development, Elementary and Secondary Education, Mental Health, Agriculture, Transportation, Public Safety, Social Services, Revenue, Natural Resources, Missouri Consolidated Health Care Plan, Missouri Highway and Transportation Employees' and Highway Patrol Retirement System, and the Public School and Non-Teacher School Employee Retirement Systems of Missouri assume the proposed legislation would have no fiscal impact on their agencies.
Officials from the Department of Health and Senior Services (DOS) assume the proposed legislation would not be expected to significantly impact its operations. DOS officials note that if the proposal were to substantially impact its programs, they would request funding through the legislative process.
Officials from the Department of Corrections, Missouri Lottery Commission, and the Missouri Senate did not respond to our fiscal impact request.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal prohibits union fees from being paid by payroll deduction. The proposal also provides that no state employee shall be required to pay a service fee to any organization in lieu of being a member of the union, nor will be required to join a union in order to be employed.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
