FISCAL ANALYSIS



ASSUMPTION





Officials from the Office of Administration - Division of Design and Construction and the Office of Administration - Division of Facilities Management assume the proposed legislation would have no fiscal impact on their agencies.





Assumptions pertaining to portion of proposal relating to property exchange between the City of Springfield and the Missouri National Guard:



Officials from the City of Springfield indicate the proposed property exchange between the Missouri National Guard and the City of Springfield would have no fiscal impact on the City of Springfield.



Officials from the Department of Public Safety - Office of the Adjutant General, Missouri National Guard (MNG) assume no immediate cost to the National Guard, State of Missouri or the Federal Government is anticipated from the property transfer.



In response to similar legislation (HB 961), officials from the Office of Attorney General (AGO) state that additional costs arising from this proposal could be absorbed with existing resources.





Assumption pertaining specifically to the portion of the proposal relating to property exchange between the State of Missouri and the City of Lexington:



Officials from the Department of Natural Resources (DNR) noted that this bill would authorize a land trade between the DNR - Division of State Parks and the City of Lexington. Both properties have been appraised and are of approximate equal value. The DNR is conveying to the city approximately 16.3 acres of undeveloped land on the Missouri River that is currently administered by the Battle of Lexington State Historic Site. The city is conveying to the DNR approximately two city blocks of undeveloped land near the main historic site.



Officials from the DNR assume this proposal would have no direct fiscal impact on their department.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal authorizes the Department of Natural Resources and the City of Lexington to exchange certain property. This proposal also authorizes the Missouri National Guard and the City of Springfield to exchange certain property.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
