FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Public Safety - Division of Liquor Control state this proposal is simply clarifying language, since there is already a microbrewery licensed and operating at a casino property in Kansas City and therefore, would have no fiscal impact on their agency.



Officials from the Department of Revenue state they will have an increase in business registration and issuance of no tax dues each year. DOR will handle these increases with existing resources. Therefore, there is little or no administrative impact to the Department of Revenue.



Officials from the Missouri Gaming Commission assume this proposal would not significantly impact the Commission's issuance of excursion gambling boat liquor licenses or the supervision of the licensees.

FISCAL IMPACT - Small Business



This could have a direct positive impact on small microbreweries that could operate on a gambling boat.



DESCRIPTION



This proposal will permit the Division of Liquor Control to issue a microbrewer's license pursuant to Section 311.195, RSMo, for the manufacture of beer and malt liquor on an excursion gaming boat or on a neighboring facility.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
