FISCAL ANALYSIS



ASSUMPTION



Officials of the Department of Economic Development- Missouri Housing Development Commission assume there would be no fiscal impact to their Commission.



Officials of the Office of Secretary of State assumes there would be no fiscal impact to their office.



Officials of the Department of Natural Resources assume there would be no fiscal impact to any of the department's funds.



The St. Louis County Recorder of Deeds assumes there would be no fiscal impact to their office.



The Boone County Recorder of Deeds stated that the changes made in this proposal would have no effect to any of the users fees (ie. County Employees Retirement Fund, Missouri Housing Trust Fund, etc.) because those fees are a part of the first page charge and that would not change.

Officials assume no fiscal impact.



Officials of the County Employees' Retirement System assume there would be no fiscal impact to their system.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This substitute sets a standard format for documents which are recorded with a County Recorder of Deeds. The new standard format also applies to the Recorder of Deeds for the City of St. Louis. The substitute allows an additional filing fee of $25 for items that do not meet the standard format requirements.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
