ASSUMPTION



Officials from the Department of Conservation and the Department of Agriculture assume the proposed legislation would have no fiscal impact on their agencies.



Officials from the Department of Natural Resources assume the proposed unrestricted open burning of hay bales and brush on agricultural land in or near the St. Louis non-attainment area could contribute to ozone emissions violations for the St. Louis non-attainment area.



Officials assume this proposal would have no direct fiscal impact on their department.

DESCRIPTION



This proposal exempts agricultural land from any state, county, or city prohibition on the open burning of hay bales or brush.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
