FISCAL ANALYSIS



ASSUMPTION



Officials of the Office of Secretary of State stated this proposal would have no fiscal impact to their office. Officials stated that not all County Clerks have fax machines.

Officials of the Kansas City Board of Election Commissioners stated that their Board already accepts absentee applications by fax, therefore, there would be no fiscal impact.



Officials of the Camden County Clerk's Office assumes that they would have to purchase a fax machine if this proposal would pass. Officials estimated cost at $2,940.



Oversight assumes that County Clerks would not be required to comply with this legislation if they did not have a fax machine. Therefore, Oversight assumes no state or local fiscal impact.

No direct fiscal impact to small businesses would be expected as a result of this proposal.













DESCRIPTION



This bill requires election authorities to accept absentee ballot applications by facsimile transmission if it is within the limits of their telecommunications capacity. Under current law, this acceptance is within the election authority's discretion.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
