FISCAL ANALYSIS

ASSUMPTION

Officials from the Missouri House of Representatives, Office of Secretary of State and the Office of the Lieutenant Governor assume the proposed legislation would have no fiscal impact on their agencies.

Officials from the Department of Natural Resources assume that any recommended activities would be funded through donations, grants, etc. and not current DNR dedicated sources, therefore no direct fiscal impact to the department would be anticipated.

Officials from the Office of Administration - Division of Design and Construction assume their agency would be responsible for the reimbursement of expenses. Based on recent experience with a Building Codes Advisory Committee, annual expenses are estimated to be $11,000 assuming four (4) meetings annually with expenses of $250 per meeting for each of the eleven committee members.

In an earlier version of this proposal (SB 470), officials from the Office of State Treasurer and the Missouri Senate assumed the proposed legislation would have no fiscal impact on their agencies.

DESCRIPTION

This proposal would create the Second State Capitol Commission which would consist of eleven members including: two senators, two representatives, the Commissioner of the Office of Administration, and six members appointed by the Governor. The lieutenant governor shall be an ex officio member of the commission. The members appointed by the Governor will have knowledge and background relating to the history of the state, the history and significance of the seat of state government and the Capitol, but shall not be required to be professionals in the field. The purpose of the Commission is to assure the future preservation and integrity of the Capitol and to preserve its historical significance. The Commission will cooperate with the Office of Administration, the Archives Division of the Secretary of State, the Historic Preservation Program in the Department of Natural Resources, the Division of Tourism in the Department of Economic Development and the Historical Society of Missouri.

The Commission will provide a report to the Governor and General Assembly annually. Annually, prior to September 1, the Commission will provide recommendations for budget allocations for improvements or restoration of the capitol premises. The Commission is empowered to conduct studies and hold hearings related to improvement and restoration of the capitol. The Second Capitol Commission Fund is created and is authorized to receive gifts, donations, bequests, and apply for grants. Money in the fund will be expended upon appropriation. The Commission is authorized to cooperate or collaborate with other state agencies and not-for profit organizations to publish books and manuals concerning the history of the capitol, its improvement or restoration.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
