ASSUMPTION
Officials from the Missouri Senate, Department of Public Safety, Department of Elementary and Secondary Education, Department of Economic Development, Missouri House of Representatives, and the Department of Social Services stated the proposed legislation will have no fiscal impact on their organizations.
Officials from the Department of Health (DOH) stated this legislation would not be expected to significantly impact the operations of the DOH. However, if the proposal were to substantially impact the DOH programs, then the DOH would request funding through the appropriations process.
Officials from the Office of the Governor (GOV) did not respond to our request for fiscal impact. Based on a response for a similar piece of legislation proposed during the prior session, the GOV officials stated the proposed legislation would not have a fiscal impact to their organization. Oversight assumes the GOV would not have a fiscal impact as a result of the proposed legislation.
Officials from the Office of Lieutenant Governor (MLG) did not include any assumptions for the costs proposed in their fiscal note response to the current legislation. However, in their assumptions for similar legislation proposed in the prior session, the MLG officials assumed that in order to carry out the functions of the Missouri Multicultural Center and Program ("...serve as an all-purpose, all-encompassing resource for local political subdivisions and government agencies... nongovernmental community agencies, businesses, advocacy groups, immigrants and refugees..."), the Multicultural Citizens' Advisory Committee would need a permanent staff. That staff would consist of an Executive Director and a Clerk Typist. Both would be needed for only six months of the first fiscal year because the full Committee would not begin to meet until the second fiscal year, even though Committee members would be chosen in the first fiscal year). They estimated costs in the prior year's fiscal note response for furniture, office equipment, software, training, and other expenses. Based on the figures included in the current fiscal note response, the MLG officials estimated costs to be $45,000 for the Executive Director, $24,000 for the Clerk Typists, and furniture, office equipment, software, training, and other expenses to be $32,500 in FY 02, $14,998 in FY 03, and $17,500 in FY 04. They estimated expenses of quarterly meetings at $10,000 for FY 02, FY 03, and FY 04. The MLG officials also stated they would need rental space for the two employees at $9,600 for FY 02, $9,792 for FY 03, and $9,988 for FY 04.
Oversight assumes the two additional employees would be placed in the present MLG's office and the additional office space would not be required.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would establish a "Missouri Multicultural Center and Program" within the office or the Lieutenant Governor to serve as a resource for immigrants, refugees, governmental and non-governmental agencies in this state.
The proposal would establish a twenty-five member "Multicultural Citizens' Advisory Committee" to develop and implement or facilitate the Program.
This proposal contains an emergency clause.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
