ASSUMPTION



Officials of the Office of Secretary of State stated there would be no fiscal impact to their office.



Officials of the Kansas City Board of Election Commission stated that to implement this proposal, new absentee ballot applications would be needed. Officials stated that because they print these ballots from time to time this proposal would accelerate the process. Officials stated that cost could be as much as $100 above what would have been spent.



Officials of the St. Louis County Board of Election Commission stated there would be no fiscal impact to the Board.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.















DESCRIPTION



This act allows the sole caretakers of homebound voters to vote absentee. Absentee ballots of such caretakers do not need a notary seal.



This act also modifies the form of certain absentee ballots by adding the phrase "if applicable" under the lines provided for the notary seal.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
