ASSUMPTION
Oversight assumes that all legislative, executive and judicial branch offices would be filled for the entire fiscal years affected by this proposal. (Oversight notes that thirty-six Commissioners whose salaries are tied to those of circuit or associate court judges and that there are nine Senior Judges currently serving. These salaries could, subject to appropriation, be affected by this proposal.)
Oversight has ranged possible savings from $0 (the General Assembly appropriates and the Governor approves the entire 5.5% recommendation of the Citizens Commission for FY 2002) to the amount which would be saved if there were no raises from FY 2001 salary levels.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would provide that no compensation increases for public officials be appropriated, if at all, in excess of the average provided to state employees.
DESCRIPTION
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. The proposal would not affect Total State Revenue.
