ASSUMPTION





Officials of the Departments of Revenue and Higher Education stated there would be no fiscal impact to their departments.



Officials of the Office of Secretary of State stated that currently the Corporations Division has 20 active and 7 non-active athlete agents registered with the division. Officials stated that no additional staff would be needed with regard to enactment of this proposal. Officials assume no fiscal impact.



Officials of the University of Missouri Department of Intercollegiate Athletics, Central Missouri State University, Southwest Missouri State University, and Truman State University stated there would be no fiscal impact.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION



This act would repeal the current Missouri statutes relating to athlete agents contained in Sections 436.200 to 436.212, RSMo. The act would enact the provisions of the Uniform Athlete Agents Act which would require all athlete agents to register with the Secretary of State.













DESCRIPTION (continued)



The act provides reasons for which the Secretary of State may reject an application or suspend, revoke to refuse to renew a registration of an athlete agent. Warning language to the

student-athlete must be contained in all agency contracts and student-athletes and required to notify their athletic director of the existence of any agency contract. Circumstances under

which the student-athlete may cancel the agency contract are contained in the act.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
