FISCAL ANALYSIS



ASSUMPTION



Secretary of State officials stated that statewide newspaper publication of constitutional amendments cost approximately $1,460 per column inch based on estimates provided by the Missouri Press Service x 3 for multiple printings as required by the Constitution and state statute = $4,380 per column inch. The estimated number of inches for this amendment is 10 inches, which includes title header and certification paragraph. $4,380 x 10 inches = $43, 800.



City of St. Louis officials stated that the proposal authorizes certain actions; therefore, it would have no direct fiscal impact on the City.

DESCRIPTION



This proposed Constitutional Amendment would allow the City of St. Louis as a county to amend or revise its current charter to provide for the number, kind, manner of selection, terms of office, and salaries of its county officers, and the exercise of all powers and duties of county officers as prescribed by the constitution and state laws.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
