ASSUMPTION
In response to identical legislation, which, covered only Section 77.370, the following third class cities made these statements:
Officials of the Cities of Wellston, and Normandy, assume there would be no fiscal impact to their city.
Oversight assumes this proposal would have no fiscal impact to state departments.
Oversight assumes that third class cities in St.Louis County would realize some election costs savings from being allowed to fill vacancies of elected officials by appointment rather than by special election. Oversight assumes savings would be minimal and will be shown as Unknown.
Oversight assumes Section 72.300 does not mandate certain cities to annex, but expands the cities that would be eligible to absorb another adjoining city pursuant to Chapter 72. Therefore, Oversight assumes no fiscal impact would be generated from this section. Officials of the Cities of New Madrid and Caruthersville assume no fiscal impact would be realized from Section 72.300.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
Under current law, all third class cities, except those in St. Louis County, may fill vacancies by appointment subject to advice and consent of the city council. In St. Louis County, vacancies are filled by special election. This act removes the requirement for election in St. Louis County,
allowing vacancies to be filled by appointment. Cities which contract for police service may eliminate the office of Marshal. This proposal also provides that appointed successors would serve until the next regular municipal election.
This proposal expands the number of counties of the third classification which allow municipalities that are adjoining or contiguous to combine into one municipality.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
