ASSUMPTION



Officials from the Department of Mental Health, Department of Insurance, Office of the State Courts Administrator, Department of Health, and Department of Social Services stated the proposed legislation would have no fiscal impact on their organizations.



Officials from the Attorney General's Office (AGO) did not respond to our request for a fiscal impact statement. However, in response to a similar proposal, SB 744 (2000), officials from the AGO responded that the proposed legislation would have no fiscal impact on their organization.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal declares it to be the public policy of Missouri to recognize marriage only between a man and a woman. Any purported marriage not between a man an a woman is invalid. No recorder shall issue a marriage license, except to a man and a woman and a marriage between persons of the same sex will not be recognized as valid for any purpose in Missouri even when valid where contracted.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
