FISCAL ANALYSIS



ASSUMPTIONS



Officials from Linn State Technical College, Moberly Area Community College, Missouri Western State College,and Central Missouri State University assume the proposal would result in no fiscal impact to those institutions.



Officials from Harris-Stowe State College, in a response to a similar proposal in the prior session (SB 0875, 2000) assumed the proposal would result in no fiscal impact to that institution.



Officials from Truman State University estimate the cost to implement the proposal would be $8,750 for personal services plus $7,500 for annual operating costs, for a total of $16,250 per year.



Officials from the University of Missouri said they have already implemented procedures outlined in this proposal, and would incur additional costs only for processing reports for the Department of Higher Education, and for travel to Jefferson City to present their report to the House and the Senate. They estimate these costs would be minimal.



Officials from the Department of Elementary and Secondary Education (DESE), in a response to a similar proposal in the prior session (SB 0875, 2000) assumed the proposal would result in no fiscal impact to DESE or local public school districts.



Officials from Southwest Missouri State University, in a response to a similar proposal in the prior session (SB 0875, 2000) assumed the proposal would cost $10,000 annually.



Officials from Jefferson College, in a response to a similar proposal in the prior session (SB 0875, 2000), assumed the proposal would cost approximately $10,000 annually.



Officials from the Coordinating Board For Higher Education (CBHE) responded that

the only new responsibility given to the CBHE in this bill is to receive the certifications from the institutions. The receipt of these certifications will not have a fiscal impact on the CBHE. However, if the CBHE will be subsequently required to review and act upon the information reported through such certification there could be an unknown fiscal impact. There will likely be a fiscal impact on the affected institutions as this bill requires proficiency testing for all current and new instructors and requires additional reporting to the CBHE and General Assembly. Current law requires a biennial report on all graduate teaching assistants whose native language is not English. This bill would require an annual report on all instructors whose native language is not English. The potential fiscal impacts will vary, and could be significant, depending on the current level and formality of proficiency testing utilized by each particular institution with respect to their faculty.



ASSUMPTION (continued)



The Oversight Division assumes travel costs related to the tests could be absorbed by the educational institutions. The Oversight Division assumes the cost of testing will be paid or reimbursed from state General Revenue.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



The proposal would require each state educational institution to certify proficiency of teaching faculty in written and spoken English.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
