FISCAL ANALYSIS



ASSUMPTION



Officials of the Governor, the House of Representatives, the Department of Social Services, and the Senate stated that the proposal or similar proposals would not directly affect the agencies or that additional duties could be absorbed within current resources.



Officials of the Department of Elementary and Secondary Education (DESE) estimated administrative costs of $3,750 for expenses of their representatives on the Commission.



Officials of the Department of Health (DOH), noting that their agency would provide staffing support for the Commission and print the report, provided an estimate of expenses for all Commission members and an estimate of printing costs for the report.



DOH officials assumed: 1) five meetings between June 2001 and December 2001, 2) thirty-eight of forty-one commission members would incur expenses related to each meeting, 3) expenses (transportation, meals and lodging) would average $185 per member per meeting, 4) 2,500 copies of a 200 page report at $.035 per page.



Oversight assumes DOH estimates include DESE costs and that one meeting would be held in FY 2001.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would establish a Tobacco Settlement Fund Advisory Commission in the Department of Health. The Commission would advise the Governor and General Assembly regarding the best use of tobacco settlement funds and report its conclusions to the Governor and to the General Assembly.



The Commission would convene for the first time on or before June 1, 2001, and would make its report no later than December 31, 2001.



The proposal contains an emergency clause.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. The proposal would not affect Total State Revenue.
