FISCAL ANALYSIS



ASSUMPTION



Officials of the Department of Mental Health, Department of Health, and Department of Social Services, assumes no fiscal impact.



Officials of the Department of Elementary and Secondary Education indicated that the proposal would not have any fiscal impact on their Department. Officials did note that sheltered workshops currently receive about $9 million, statewide, from taxes authorized in section 205.971. Officials assumed that additional duties for workshops could cost them, collectively, up to the $9 million.



Officials of Cole County assume no fiscal impact.



Officials of the Kansas City Manager's office assumes no fiscal impact.



Oversight assumes that because the proposal does not have any additional sources of money for sheltered workshops, the workshop boards would have to allocate existing resources to carry out duties related to the proposal.

No direct fiscal impact to small businesses would be expected as a result of this proposal.













DESCRIPTION



This act expands the ability of SB 40 Boards to fund sheltered workshops, residence facilities, and other services or programs for persons with developmental disabilities. Currently, Section 205.968, RSMo, allows a SB 40 Board to establish and operate a sheltered workshop, residence facilities, and related services. New language removes the reference to "related services" and replaces it with "any other services or programs for persons with developmental disabilities and their families". Boards may conduct needs assessments and may provide funds as deemed appropriate. The assessment must allow for input from persons with developmental disabilities and their families.





This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
