ASSUMPTION
Officials from the Department of Revenue (DOR) assume there will be a cost of $531 for postage and forms to inform field offices of the new procedure. They estimate the loss of revenue from replacement fees as follows:
DOR has been tracking the number of stolen license plates since previous legislation eliminated the fee for replacement of stolen tabs. According DOR, there were approximately 10,811 stolen license plates in FY 00. DOR assumes the number of stolen plates will increase by 2 percent each year.
There is currently a fee of $8.50 to replace stolen license plates. Of this fee, $1.00 is directly to the highway fund and $7.50 is split between the highway fund (75%) and counties (10%) and cities (15%).
The Department of Transportation concurs with the Department of Revenue's response.
Oversight assumes DOR could absorb the $531 cost of forms and postage to inform their field offices of the new procedure and has excluded such costs from the fiscal impact.

FISCAL IMPACT - Small Business
No substantial direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal allows any person replacing stolen license plates to receive at no cost up to two license plates per year when the replacement request is accompanied by a police report.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
