FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Insurance and the University of Missouri assume this proposal would not fiscally impact their agencies.



Missouri Consolidated Health Care Plan (HCP) officials state the proposal would require HCP to contract for long term health insurance for at least 12-month periods through an individual or group policy. According to the proposal, HCP states the member would bear the cost of the policy. HCP also states that they have the staff necessary to administer the contracting task, the proposal does not fiscally impact their agency.

No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This proposal would require the Missouri Consolidated Health Care Plan (MCHCP) to contract for a long term care (LTC) insurance option for state employees. The proposal would require the Board to annually evaluate and report the General Assembly the progress of its contracts with LTC insurance companies and the coverage of employees. The Board would also educate employees about LTC insurance coverage options.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
