ASSUMPTION
Platte County officials assume there would be no fiscal impact to their county.
Cape Girardeau County officials assume this proposal would have no fiscal impact to their county.
Oversight assumes if a proposed building code would need voter approval before taking effect, then the county would have the cost of an election. Because the proposed code could only be voted on by voters in the area affected, election cost would vary, therefore, election cost will be shown as ( unknown).

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This act requires a public vote for the adoption of a building code in all counties which do not have a building code prior to August 28, 2001. Current law only requires a vote by county commissions in first and second classification counties. This act provides provisions for the

repeal of a county building code regardless of when it was implemented.
Voters in an incorporated area would not vote on the county proposal, as it would not affect those areas under existing statutes. Counties that adopt the International Building Code, International Residential Code, International Electrical Code, and International Plumbing Code 2000 editions and later editions would have to be in compliance with subsection 2 of Section 64.180. The question of county building codes could not be submitted to the voters more often than once every five years.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
