ASSUMPTION
Officials of the Department of Elementary and Secondary Education, the Missouri Department of Conservation, the Department of Natural Resources, the Department of Agriculture, the Department of Economic Development, the Department of Transportation, the Department of Public Safety, and the Lottery Commission stated that the proposal would not affect their agencies or that duties could be carried out with existing resources.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would designate March 21 as "Bird Appreciation Day." Elementary and secondary schools, cities, state agencies, and civic organizations would observe the occasion with activities designed to enhance knowledge and appreciation of Missouri birds.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. The proposal would not affect Total State Revenue.
